Although impressive operationally, the military campaign against Taliban and Al Qaeda fighters in Afghanistan has revealed deep faults in the strategy and capabilities of the Atlantic Alliance: The European political response to the 9/11 attack on the United States was swift and comforting, but there was no common Alliance strategy for coping with this new kind of challenge.
